About The Role

The Payroll Manager is responsible for overseeing the full cycle payroll process for the company, ensuring accurate and timely payroll execution for both union and non-union employees across three separate entities. This role acts as a liaison between all managers within the organization, collaborating closely to ensure payroll compliance, accuracy, and efficiency. The Payroll Manager partners with Human Resources to ensure proper employee classification, benefits deductions, and compliance with labor laws. Additionally, they are responsible for filing tax returns, union reports, ensuring compliance with federal, state, and local tax regulations.

Key responsibilities include managing payroll systems, over seeing any new system (ERP/Payroll) systems, resolving payroll discrepancies, processing deductions, overseeing wage garnishments, and staying up to date with changes in payroll legislation.

The ideal candidate has strong attention to detail, excellent communication skills, and a deep understanding of payroll regulations and union agreements.

This position requires a proactive approach to problem-solving, collaboration across departments, and the ability to handle sensitive payroll data with confidentiality and accuracy.

What You’ll Do

  • Manage and oversee the entire payroll process to ensure accurate, timely, and compliant payroll execution for all employees, including union and non-union staff.
  • Prepare and file weekly, quarterly, and annual payroll tax payments, reconciliations, union reports and required tax documents (e.g., W-2, 1095-C, DE 9C).
  • Ensure compliance with federal, state, and local payroll regulations, wage and hour laws, tax requirements, and collective bargaining agreements.
  • Process multi-state payroll, including prevailing wage calculations and certified payroll reporting, ensuring adherence to regulatory requirements.
  • Maintain accurate payroll records, reconcile discrepancies, and ensure proper processing of deductions, benefits, and tax withholdings.
  • Actively partner with Human Resources to deliver exceptional employee experience, proactively resolve payroll-related employee issues, provide manager training on payroll policies, and reduce wage and hour compliance risks.
  • Collaborate with Human Resources to ensure seamless benefits administration, assist with audits, and manage payroll aspects of employee onboarding and terminations with confidentiality and professionalism.
  • Reconcile payroll data with financial statements and actively participate in the month-end close process.
  • Oversee payroll system operations, troubleshoot system-related issues, identify and implement enhancements for efficiency.
  • Lead payroll system implementations, integrations, and upgrades, proactively managing projects to enhance accuracy, efficiency, and reporting capability.
  • Identify and implement payroll best practices, streamlining processes and improving accuracy and compliance.
  • Serve as the primary point of contact for employee inquiries regarding payroll, deductions, and tax-related concerns.
  • Stay current with payroll regulations, union agreements, and industry trends to ensure compliance and operational efficiency.
  • Perform other related duties as assigned.

What You Bring

  • Bachelor’s degree in Accounting, Business Administration, or a related field required.
  • 5+ years of payroll management experience, preferably in the construction or similar industry.
  • Experience in a supervisory role
  • Experience processing payroll for both union (preferably IBEW or similar unions) and non-union employees
  • Comprehensive knowledge of collective bargaining agreements is preferred
  • In-depth knowledge of federal, state, and local payroll laws, prevailing wage requirements, and certified payroll reporting.
  • Strong analytical and problem-solving abilities, with a keen eye for detail and accuracy.
  • Excellent organizational and communication skills, with the ability to collaborate across departments.
  • Ability to handle confidential information with discretion, professionalism, and integrity.
  • Proficiency with payroll and ERP systems (e.g., Spectrum, NetSuite, ADP, Paylocity, Ceridian Dayforce) preferred.
  • Advanced MS Excel skills (e.g., VLOOKUP, pivot tables, and data analysis).

Pay Transparency

The starting salary for this opportunity range is listed. Other rewards may include annual bonus eligibility, which is based on company and individual performance, short- and long-term incentives, and program-specific awards. Baker provides a variety of benefits to employees, including health insurance coverage, an employee wellness program, life and disability insurance, a retirement savings plan, paid holidays, and paid time off (PTO).
