We have an exciting opportunity for a Regional Health and Safety Professional with experience working on design and construction management projects in water/wastewater to join our NYC office. In this role, you will work closely with and be mentored by BC’s Director of Municipal Health and Safety to support multiple project teams in developing site specific deliverables and providing technical design guidance for wastewater and drinking water projects in New York City and surrounding areas. This individual is a team player who works well on both self-initiated projects and those driven by project team needs. This position is based out of the New York City office with flexibility to work a hybrid office / work from home schedule as project needs allow.
Detailed Description:
Brown and Caldwell (BC) has a great opportunity for an experienced Regional Health & Safety (H&S) Professional to join our growing team! This role’s primary function is to be a key partner with BC’s project teams involved in Construction Management (CM) projects and design projects in the municipal sector. This role will be responsible for supporting varying aspects of high-profile projects, from planning phase through project delivery. High-profile projects are expected to include regulatory compliance programs, design-build, design, construction management, water (wastewater, water supply, or stormwater) treatment facility and/or supporting infrastructure construction projects.
The Regional H&S Professional will:
- Serve as a key member of BC’s H&S Team and collaborate closely with operational and functional leadership regarding environmental, health and safety and organizational policies and practices.
- Maintain close working relationships with both the Municipal Northeast Leadership and Operations Team members, Project Managers, Design Services Managers, Construction Managers, Construction Management Environmental Health and Safety Officers (CMEHSOs) and project field personnel.
- Serve as the Environmental Health and Safety (EHS) Professional by providing support in developing a wide variety of Environmental Health and Safety (EHS) project deliverables for design and CM projects throughout the duration of the project.
- Seamlessly support the H&S Department with as-need collaboration to support projects outside the northeast area and with delegated assignments.
By partnering with the Director of Municipal H&S and northeast municipal project teams, the Regional H&S Professional will help streamline and maintain the systems and procedures necessary to ensure the overall health and safety of workers during CM projects including collaboration with the client and their contractor(s) on enforcing applicable EHS standards and SOPs during construction. This role will also support Prevention through Design (PtD) efforts during design gates for regional design and engineering projects, to include in-depth lifecycle risk assessment and technical review of specifications and drawing sets. The role may need to provide on-site project kickoff and periodic auditing to support these project teams across the northeast. Occasionally, it may be necessary for this individual to serve as on-site backup for project CMEHSOs on CM projects.
As part of corporate H&S team collaboration, additional responsibilities include:
- Keep up to date with changes in current legislation and implement such changes where relevant to be able to help ensure project compliance with Local, State and Federal health and safety regulations and interface with Local, State and Federal regulatory agencies when deemed applicable.
- Collaborate with Project Management Teams to develop site-specific EHS deliverables, to include Environmental Health and Safety Plans (EHASPs), EHS Management Plans, EHS risk assessments for design projects, Job Hazard Analysis (JHAs), orientation materials, quick reference guides, checklists, or other similar work products.
- Serve as Technical Lead for Prevention through Design (PtD), which includes reviewing drawing sets for OSHA 1910 compliance, reviewing client specifications for applicability to project, and leading 60% EHS Workshops in conjunction with BC project team.
- Lead the review of the client’s contractor’s EHS submittals for adherence to client EHS requirements and standards for projects where BC is the CM prime contractor or has the responsibility as the CM subcontractor.
- Conduct mandatory EHS audits of project sites, participate in contractor EHS performance reviews in conjunction with the client, and perform announced and unannounced inspections as needed.
- Visit CM projects regularly to verify EHS compliance is being maintained.
- Monitor and direct the activities of Contractors, their subcontractors, and the CMEHSO on CM project sites to ensure compliance with project specific EHS plans and processes.
- Serve as primary contact for regional projects and department employees for incident notification and event management support. This includes supporting incident event investigation and corrective/preventative action development with event follow-up. For higher risk events, will serve as lead investigator remotely or potentially on-site as well as facilitating development and broader sharing of key lessons learned.
- Interface with BC’s Learning Management System (i.e., TalentView Learning (TVL)) in the form of H&S training administration and collaborator on EHS content development.
- Occasionally, this person would also provide internal training on such topics as Field Work Safety Awareness (FWSA), Hazardous Waste Operations (“Hazwoper”) Refresher, OSHA 10 hr, Construction Outreach training and other areas of construction activity competency such as Permit-Required Confined Space Entry, Fall Protection, and other similar technical training.

Desired Skills and Experience:
- Bachelor’s degree in Occupational Health and Safety, Engineering, Industrial Safety, or equivalent required
- Minimum of five (5) to ten (10) years of experience in an EHS leadership position in engineering, construction, or consulting industry.
- Outstanding communication and leadership skills. Ability to communicate clearly, concisely and professionally both verbally, non-verbally and in writing.
- Excellent leadership, people management and organizational development skills, with a demonstrated ability to motivate in a team-oriented and collaborative work environment, and promote, foster and build a diverse and inclusive workforce.
- Experience in reviewing and commenting on EHS aspects of specifications and drawings sets in a collaborative design team.
- Proficient in establishing and maintaining professional working relationships with clients and contractors during high-profile design and construction projects.
- Demonstrates ability to interface and work collaboratively across internal departments building strong and cooperative working relationships.
- Experience working on water and wastewater treatment facility projects during design and construction.
- Effectively cope with ambiguity and change making appropriate business decisions in a constantly changing environment.
- Certified Safety Professional (CSP) certification required; Construction Health and Safety Technician (CHST) a plus
- Have experience and/or applicable qualifications to effectively conduct trainings on various health and safety best practices and programs.
- 40-hour OSHA HAZWOPER certification/training with current 8-hour HAZWOPER Refresher and 8-hour HAZWOPER Site Supervisor training per OSHA’s 29 CFR 1910.120/1926.65.
- Current RCRA/DOT Shipping Hazardous Materials training.
- OSHA 30-hour Construction Safety certification/training or qualified as an OSHA outreach instructor.
- Valid driver’s license and good driving record required.
- Ability to work safely and perform physical aspects of working on construction sites (climbing ladders/stairs, lifting up to 40 pounds, walking on uneven terrain for required distances, wearing necessary PPE, etc.)
- Flexibility to travel to project sites or BC offices as needed, occasionally up to 40%.
- MS Office skills – Word, Excel, Outlook, PowerPoint, and Teams. Experience with construction and/or safety information management systems preferred (e.g. ePMIS). Bluebeam Revu experience a plus.
- Required to participate in and successfully pass client specific random drug and alcohol testing programs and background screening.
Salary Range: The anticipated starting pay range for this position is based on the employee’s primary work location and may be more or less depending upon skills, experience, and education. These ranges may be modified in the future.
Location C: $99,000 - $135,000
