Talley Management Group is conducting an executive search on behalf of District 1199C Training & Upgrading Fund. The individual selected will become an employee of District 1199C Training & Upgrading Fund. 


This position requires on-site presence at the District 1199C Training & Upgrading Fund Philadelphia office.


Client Introduction

  • District 1199C Training & Upgrading Fund is a 46-year-old non-profit, Taft/Hartley Labor-Management partnership and education trust fund between fifty plus healthcare and human services employers and District 1199C, National Union of Hospital and Health Care Employees, AFSCME.
  • The Training Fund is a mission-driven organization designed to address the workforce needs of participating employers and to support the career, knowledge, and skill aspirations of 10,000 District 1199C members and community residents with occupational and degree pathway programs. The Training Fund’s 32,000 square foot Learning Center acts as a comprehensive hub for individuals pursuing healthcare, human services, and early childhood education careers. As a nationally recognized education and training organization, the Training Fund develops policy, programs and partnerships to strengthen the healthcare, human services and early child care industries and their workforce.
  • The Training Fund operates a second non-profit, the Health & Technology Training Institute, also located at the Learning Center, which hosts a Private Licensed School and nationally accredited Practical Nursing and Nurse Aide programs.

Position Overview

  • The Executive Director’s primary responsibility is the development and implementation of the strategic goals and vision of both District 1199C Training & Upgrading Fund and the Health & Technology Training Institute (HTTI).
  • The Executive Director reports to the Training Fund’s Board of Trustees and HTTI’s Board of Directors, providing strategic leadership to fulfill the organizations’ mission as well as effective programs, services, management/oversight of Fund personnel, budgets, fundraising, partnership development, and Board operations. The Executive Director position requires being at the forefront of innovations in the training and education of healthcare, human services, and early childhood education workers and industry workforce trends.

Essential Duties and Responsibilities

  • Establishes short and long term strategic goals and funding strategies for the Training Fund in partnership with Labor and Management Trustees and staff, and directs the development and implementation of programming to reach those goals in accordance with ERISA and DOL statutory and regulatory requirements.
  • Coordinates with HTTI’s Chief Administrative Officer in establishing short and long term strategic goals and funding strategies for HTTI and the Private Licensed School in partnership with the Board of Directors and staff, in accordance with accreditation standards and regulatory requirements.
  • Responsible for the successful operation of the Fund and HTTI, including the development and evaluation of programs, services, policies, and internal procedures to assure adherence to the Training Fund’s Declaration of Trust and HTTI’s Bylaws, the Plan Benefit, accreditation and regulatory standards, and applicable federal, state, and local laws. Consults with the Fund’s legal counsel regarding compliance with applicable laws and regulations as needed.
  • Provides leadership in developing program, organizational and financial plans with the Board and staff, and carries out plans and policies authorized by the Board.
  • Maintains official records and documents to ensure compliance with regulatory requirements and grant requirements.
  • Works in partnership with Labor and Management to assure awareness of and access to Fund benefits and services, and to identify, design and implement new and innovative programming.
  • Ensures member, student, and staff input and feedback on program offerings and services for continuous improvement.
  • Reports to and fully informs Fund Trustees and HTTI Directors of all matters affecting programs, utilization, expenses, operation and management.
  • In consultation with the Board Co-Chairs, plans and executes Board meetings, preparing agendas, Board reports, resolutions and documents needed for Board and committee meetings.
  • Works closely with the Director of Finance to develop budget reports for the Trustee meetings and presents annual budget for the Trustees’ consideration.
  • Works closely with the Director of Finance and HTTI’s Chief Administrative Officer to develop reports for the Board of Director meetings and presents annual budget for the Directors’ consideration.
  • In consultation with the Director of Finance, monitors Fund and HTTI budgets, grant budgets, and develops short and long term financial projections and institutes financial controls to ensure compliance with regulatory requirements.
  • In consultation with the HTTI Financial Aid Officer and Chief Administrative Officer (Practical Nursing Director), monitors and assures compliance of the Title IV US Department of Education funds and HTTI’s financial aid policies.
  • Actively stewards and develops external partnerships to enhance the work of the Fund and leverage employer investments. Key stakeholders include higher education institutions, School Districts, community-based organizations, healthcare policy experts, workforce boards, local, state and federal agencies, and research organizations as well as funders.
  • Supports the Fund’s Research and Policy Manager in identifying and developing foundation and government grant applications.
  • Works with Labor and Management and outside experts to identify challenges and anticipated changes in the healthcare industry that impact the educational/training needs of healthcare workers.
  • Ensures the implementation of equitable recruitment hiring processes, and supports a culture of racial and gender equity in all agency practices and behaviors with staff access to professional development and career advancement.
  • Directly supervises members of the leadership team, leading the agency in planning for the future and developing innovative programs that address the workforce needs of employer partners and career preparation and advancement of job seekers and incumbent workers.
Requirements

Qualifications, Skills and Experience Required

  • Dynamic, highly motivated, results-oriented individual who generates innovative and progressive ideas and delivers on commitments.
  • Minimum of Bachelor’s Degree with Master’s Degree preferred in administration or related field.
  • Minimum of seven years of experience (or demonstrated ability) overseeing program delivery to diverse populations, with in-depth knowledge of at least one of the industry focuses of the Training Fund and HTTI – healthcare, human services, and early childhood education.
  • Demonstrated experience as a skilled manager and organizational leader.
  • Demonstrated experience in strategic planning that engages diverse staff and supports staff directed initiatives.
  • Experience in a union or labor/management environment or an understanding of labor/management partnerships.
  • Strong experience in developing and implementing workforce vocational or apprenticeship programs, educational programming, and career pathway development.
  • Knowledge and experience with public and private grant funded programs and fiscal management.
  • Demonstrated experience in partnership building and ability to work with diverse stakeholders, including employers, higher education, government entities, and community based organizations.
  • Experience in budget development, fiscal oversight, and administration. Ability to make sound decisions on the best use of resources in support of Fund’s priorities and strategies.
  • Experience as a fair manager who holds others accountable, delegates appropriately and provides opportunities for staff to further develop their skills and knowledge.
  • Demonstrated commitment to racial equity, equitable employment practices, and ensuring staff engagement and input in agency operations.
