DCS has an exciting opportunity for a Senior Acquisition Program Manager providing support to Advanced Battle Management System (ABMS) Program Element Manager (PEM). Command, Control, Communications, and Battle Management (C3BM) has been tasked with delivering an integrated Department of the Air Force (DAF) Battle Network providing resilient decision advantage and enabling the USAF, USSF, Joint, and Coalition Force to win against the pacing challenge. C3BM supports execution in many different focus areas. C3BM’s main efforts are Architecture and Systems Engineering (ASE), Operational Response Team (ORT), and multiple mission integration teams such as Air, Maritime and multiple acquisitions consisting of both the Advanced Battle Management System (ABMS) and Space. The DAF BATTLE NETWORK is the integrated system-of-systems fusing sensors, effectors, and sustainment grids to build situational awareness, make operational decisions, and direct the force to create needed lethal and nonlethal effects in support of the Joint Force Commander’s scheme of maneuver. The DAF PEO C3BM has the responsibility of technically and programmatically integrating the DAF’s larger system-of-systems architecture needed to deliver an integrated Command and Control (C2) core function for the DAF, Joint, and Coalition forces, by teaming with all other DAF PEOs, as needed. This is a full-time position located at the Pentagon, Arlington, VA. Essential Job Functions: Duties include, but not limited to: Applies subject matter expertise to various project/program initiatives. Identifies programmatic issues and develops recommendations to facilitate issue resolution. Advises on all resource management issues pertaining to the evaluation of effective resource performance across the portfolio. Serves as a branch integrator ensuring all programs briefings and charts meet proper format. Advises on responses to senior leadership. Advises the Government program manager on best practice’s. Outlines policy disconnects, interpretation and management of all acquisition efforts. Assist the Program Manager in management of day-to-day program activities, to include: integrated master scheduling, contract actions (including proposal technical evaluations and materials/ labor hours estimating), action item resolution, execution of requirements and plans, management of technical/ program related issues, development of comprehensive rick assessment and mitigation plans, and test support to include operational assessment of advanced technologies. Creates and assists in developing acquisition program documentation required by DOD 5000 series supporting program efforts and acquisition milestones/ reviews applying knowledge of streamlined acquisition policies/ procedures and program management skills. Assist with the definition, development, documentation and management of user requirements; building on existing requirements management processes to identify, review, and approve inherent and new capability needs to support a larger user community and enterprise objective to include assisting in conducting Industry Days, user/requirement working groups, developing implementation strategies, etc. Prepares RFP documentation consisting of Statement of Objectives, Statement of Work, Program Specifications, Contract Data Requirements Lists, etc. per DOD 5000 series. Supports the development of strategies and associated budgets to efficiently and effectively execute programs, planning, facilitation, coordination of agendas, action items, and technical/program issues related to management, technical and test reviews to include requirements and design reviews, audits, and requirements meetings, etc. Assists in the development and execution of strategies and budget to efficiently execute programs cost, schedule and technical performance and associated risks. Prepare/update briefings and reports as required. Assist in the development and execution of strategies and budgets to efficiently execute programs. Monitor effectiveness of achieving program/enterprise goals and objectives; to include monitoring cost, schedule and technical performance and associated risks. Required Skills: Due to the sensitivity of customer related requirements, U.S. Citizenship is required. A High School Diploma plus 30 years of directly related experience, 20 years of which must be in the DoD OR a Bachelor’s Degree in a related field and 25 years of experience, 15 years of which must be in the DoD. Active Top Secret Security clearance. Comprehensive knowledge of principles, policies and practices of systems acquisition and program management, as defined in DoDI 5000.02 and 5000.75, as well as knowledge of roles and relationships within the DoD and the Air Force. Familiar with cloud-based systems, including management and projection of cost and performance. Familiar with agile methods and CI/CD, DevSecOps and DevOps principals. Possess knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency and productivity of acquisition programs. Possesses the ability to effectively communicate orally and in writing, providing quality acquisition and program documentation including but not limited to briefings, documents, and plans. Ability to work independently with minimal supervision, and ability to proactively engage with and advise government and contractor support. Proficiency in Microsoft Project, PowerPoint, Excel, and Word. Must understand Pentagon operations. Knowledge of Planning, Programming, Budgeting & Execution Process (PPBE), Requirement Development and Management. Background in C3 with a broad cross-section of experience in Air and/or Space domains. Have knowledge in Battle Management decision aids and have experience with the software acquisition pathway. Travel is mandatory. Desired Skills: Master’s or Doctorate Degree in a related field.
