The Program Management Director role will provide expert leadership towards the successful strategy, planning, and execution of programs. The role will lead and deliver small and medium programs. This role leads the Program Management Office (PMO) and oversees the daily operations and is responsible for effective strategy and planning, coordinating resources, managing timelines, and ensuring that deliverables meet quality standards, and the program meets the intended outcomes. The role has responsibility to set the direction of program controls and performance monitoring systems to track progress and address any deviations. Effective stakeholder management will be essential, as the role will engage with various internal and external parties to support program success. Additionally, the role will lead program governance, risk management, and change management efforts to ensure successful outcomes and continuous improvement.
Responsibilities
- Responsible for managing small or medium-size programs (estimated total capital investment size between $100 M and $500 M).
- Ensure program goals and planned benefits align with program strategic and operational goals.
- Lead the program team, manage program resources, and responsible for developing strategy and roadmap for achieving program objectives.
- Support the development of team members, especially as it relates to delivery excellence, exceptional client service, and accountability.
- Lead decision-making guidance, roles, responsibilities, and processes to ensure that the program is managed effectively and in alignment with organizational policies.
- Recommend the best solutions to meet client needs and objectives.
- Implement financial controls, schedule management, risk management, quality assurance, and performance measurement.
- Change management leadership in identifying deviations from the plan, implementing corrective actions, and ensuring that the program remains aligned with its objectives.
- Monitor program performance to determine efficiency and determine areas for improvement.
- High value engagements with client senior leaders and important program stakeholders such as government leaders and public officials.
- Flexibility to adapt and execute various additional assignments based on evolving needs.
Mentorship
- Provide mentorship, guidance, support, and knowledge-sharing to help less experienced team members develop their skills and grow within their roles.
Skills and Competencies
- Ability to lead cross-functional and integrated teams, communicate with program stakeholders, and skilled in navigating higher-level conflicts.
- Expert in program management and leading more challenging and larger project assignments on time and budget.
- Proven skills in program delivery lifecycle management phases, processes, and activities.
- Deep understanding of the industry and our clients.
- Advanced program controls, strong business and commercial acumen, and performance monitoring and reporting.
- Expert in program planning and initiation, change management, risk management, and quality management.
Experience
- Typically, a minimum of 15 years of related work experience in project management, program management or related field.
- Proven experience in successfully planning, delivering and executing small and medium programs.
- Proven experience in developing and implementing a successful sales technique strategy.
Preferred Experience
- A Bachelor of Science degree in engineering, business, or construction management is preferred
- At least 10-15+ years of program experience, including a minimum of 3 years in a program leadership role.
- Experience with Water and Wastewater programs is preferred but not required.
- Program Management Professional (PgMP) or Project Management Professional (PMP) certifications highly preferred but not required.
- Experience in key program management areas such as program delivery, strategy development, benefits management, stakeholder engagement, governance, and change management
- Familiarity with various project delivery methods, including Progressive Design Build (PDB), Construction Manager at Risk (CMAR), and Design-Bid-Build (DBB)
- Strong communication skills, with the ability to engage effectively, listen, and interact diplomatically with staff and clients at all organizational levels
- Proven experience in client service engagement and business development
- Capability to convey ideas and concepts visually and in writing
- A self-starter with a results-oriented mindset, able to work effectively under tight deadlines
- Ability to prioritize client needs while managing multiple, internal team demands.
- Exceptional written and verbal communication skills
Education
- A bachelor’s degree in engineering, construction, business management or related field or equivalent experience is required.
- Program management certification or required to obtain in 6 months
Salary Range: The anticipated starting pay range for this position is based on the employee’s primary work location and may be more or less depending upon skills, experience, and education. These ranges may be modified in the future.
