Provide systems engineering and subject matter expertise services supporting DoD acquisition programs in the development, coordination, management, and execution of those programs throughout multiple life cycle phases, with particular focus on C5ISR technologies and capabilities. Essential Job Functions: Work with various project management offices (vehicle platform offices and C4ISR system offices) in order to evaluate and synchronize program acquisition schedules, integration costs and other requirements pertaining to Army and/or Marine Corps network development. Develop requirements analysis (of Capability Production Document, Performance Specs, Subsystem, and Component Specs), trade-off studies, system engineering plans, risk management activities, architecture and interface development/ management, performance measurements, technical reviews, program protection activities, and overall engineering analysis of hardware/software configuration items. Responsibilities on assigned projects include technical planning activities, technical review activities, SE process development, process maturity and process execution, developing and recommending system functional and performance requirements (to include thorough verification requirements), developing architecture design models and related architecture artifacts and documents for advance concepts, developing interface control documentation, providing systems engineering advice, and advising on feasibility of new design concepts. Utilize system engineering principles and procedures to translate operational needs/requirements into decomposed performance specifications for systems and subsystems. Document the rationale for each performance specification developed through discussions with appropriate subject matter experts. Provide design recommendations based on evolving DoD and industry architecture standards and best practices. Compare actual performance against approved plans and schedules in terms of time, cost, and technical performance to recommend trade-offs. Facilitate identification of problems and formulate resolutions by realigning resources and schedules while devising new technical/programmatic approaches. Provide engineering analysis, evaluation of design concepts, trade-off studies, effectiveness analyses, interface and data management, performance measurements, technical reviews, technology assessments, requirements analysis, risk analysis and mitigation, integration analysis, size weight power and cooling (SWAP-C) analysis, and functional analysis in support of hardware/software integration of C5ISR systems onto PEO GCS platforms for design, development, integration, test, production, logistics, fielding, and sustainment. Efforts shall include technical support for system engineering processes, electronic architecture, analysis of C5ISR software and/or hardware development and sustainment, subsystem design, safety, environmental and other relevant programmatic and technical impacts, and issues. Engineering analysis shall include electrical and physical integration of subsystems and components, failure analysis, engineering design review for lifecycle cost reductions, and product change analysis of components and end items. These services shall include providing transforming architecture (functional to physical); defining alternative system concepts, configuration items, and system elements; recommending product and process solutions; and defining/refining virtual or physical interfaces. Develop and submit technical reports addressing potential technology insertions; and analyze and provide recommendations on system and technology trade studies, feasibility studies, and requirement analyses regarding new technology C5ISR requirements for DoD ground combat systems. Identify and analyze requirements to integrate ground combat systems to the Global Information Grid and meet Net Ready-Key Performance Parameters and Common Operating Environment (COE) compliance. Provide subject matter expertise in support of assigned PEO GCS weapons systems for the following functions with regards to platform C5ISR systems: evaluating test procedures; test event coordination; on-site test witness; problem report resolution recommendations; evaluating design layout and simulation, testing documentation to include tear-down, installation, inspection, identification of necessary repair parts/kits, and recommended fixes related to the integration of C5ISR Systems. Provide technical input and recommendations with respect to the development and integration of Government acquisition plans and schedules. Represent our DoD customer while coordinating and interacting with other PEOs/PMs, ASA(ALT), G-3/5/7, G8, test community, user representatives, and other organizations outside of the ground vehicle office. Assist in ensuring end-to-end program integration of the communications network to include interoperability testing and certification, safety confirmation, test, kit procurement and logistics integration. Generate, review, and coordinate with applicable Government agencies with respect to network milestone documentation (Information Support Plans) in support of PEO GCS organizations. Provide subject matter expertise in the form of reviews, evaluations, written and oral recommendations, and input associated with C5ISR systems during Government development of: performance and technical requirements; scopes of work; systems engineering plans; development plans; Milestone Documents; Full Rate Production/Type Classification Documents; engineering and system technical documentation, data and artifacts; Maintenance Plans; and Fielding Plans. Provide C5ISR Subject Matter Expertise (SME) for a PEO GCS assigned weapon system(s) at Government-led Integrated Project/Product Team (IPT) meetings, technical information exchange meetings, technology demonstrations, and program milestone events; and provide verbal and written technical comments and recommendations on the C5ISR systems / subsystems and how they are incorporated into the ground combat vehicle’s electrical and electronic designs, system hardware and software architectures, system models, Department of Defense Architecture Framework (DoDAF) artifacts, and requirements/design presented. Provide support (consisting of planning, scheduling, managing, and communicating with test sites and platform test office) for C5ISR testing, which may include Army Interoperability Certification (AIC), Joint Interoperability Test Certification (JITC), and user evaluations with the engineering, test, development, and integration support teams. Synchronize network architectures with Project Management offices for future network capability sets. Prepare and deliver high-level briefings in response to requests for information when required. Prepare, provide, and present any materials as necessary to convey key concepts and information for platform C5ISR systems. Presentation materials may include schedules, diagrams, illustrations, PowerPoint charts, spreadsheets, graphs, metrics, videos, models, simulations, animations, etc. Required Skills: Due to the sensitivity of customer related requirements, U.S. Citizenship is required. Must be able to obtain and maintain a DoD Secret clearance. Bachelor's Degree in Engineering with a minimum of 12 years total, and a minimum of 10 years experience specifically in Programmatic, Financial, or Technical support of the research, development, test, or evaluation complex systems. Experience working with GVSC, PEO CS&CSS, PEO C3T and/or related PM offices within the Army Materiel Command. Understanding of the DoD acquisition process. Working knowledge of C5ISR, Vetronics and related software on DoD ground combat vehicles. Self-starter with the ability to work without direct supervision. Ability to daily provide high quality support and customer service to the government customer in a high visibility position. Excellent written and verbal communications skills. Strong interpersonal abilities, including ability to tactfully negotiate resolution to competing programmatic demands and requirements. Comfortable with MS Word, Excel, PowerPoint and Project. Work with user representatives and formal DoD requirements documents in order to determine the requirements for a system development or integration effort. Ability to travel to various customer and contractor facilities and test centers (estimated approx 15% travel). Desired Skills: Electrical, computer, and/or systems engineering experience on DoD ground combat vehicles and/or DoD C4ISR systems. Experience with in-vehicle data networks.
