Summary of Description:
Develop and oversee the engineering and design efforts for the development of engineering drawings/packages for all phases of a project from the feasibility study to construction.
Duties:
- Scope Definition of the project includes discipline engineering requirements, estimating project man hours and requirements.
- Concisely describing the project requirements by means of engineer’s sketches and verbal instructions.
- Presenting this work to the design personnel in an organized form suitable for design by the available personnel.
- Coordinating and organizing work with other disciplines. Maintaining a good working relationship.
- Checking drawing packages for completeness, code compliance and accuracy. Generate Discipline Construction Scopes of work as required.
- Supervise overall engineering package quality and production.
- Give adequate instructions to enable the design staff to perform their task with quality work.
- Perform calculations required for discipline. Check calculations of other engineers for completeness, code compliance and accuracy.
- Perform other job-related duties as assigned.
Education and Experience:
Bachelor of Science Degree in a related field from an accredited university with at least six (6) years of experience in petrochemical, chemical, offshore, pipeline or utility industries; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
License Requirements:
- Valid Driver’s License as per State law or requirement
- Professional Engineer Intern status with professional registration preferred
Specific Skills:
- Ability to mentor younger engineers.
- Knowledge related to design in discipline field.
- Microsoft Office and Outlook or similar software.
- Knowledge of regulatory codes and requirements in the related discipline required.
- Experienced with discipline specific computer applications (i.e., ETAP, STAAD, CAESAR, etc.).
- Familiar with key aspects of Civil, Mechanical, I/E and Chemical Engineering.
Physical Requirements:
- Ability to walk up to one mile on industrial plant and construction sites outdoors at any time of the year.
- Ability to work in protective clothing which may elevate body temperatures by several degrees Fahrenheit for periods of up to 15 minutes without a break.
- Ability to use multi-level stair towers and rung ladders unassisted.
- Ability to hear safety alarms and signals while wearing hearing protection.
- Ability to sit at desk and operate computer for extended periods of time.
- Ability to stand, use hands and fingers, grip, handle or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch or crawl; and talk and hear.
- Ability to see with visual acuity and distinguish between colors.
- Ability to operate a motor vehicle and have a valid driver’s license.
- Ability to lift and carry 15 lbs. on a regular basis is required and at times lifting up to 25 lbs. may be required.

Position Overview: The project engineer reports to the company projects lead and functionally to project managers that he/she is assigned to work with. This position is responsible for assisting in developing and executing the assigned portfolio of projects which will support continuous improvements of safety, reliability, facility optimization, and other values (e.g., production, risk reduction, environmental improvements etc.) at the facility. The projects will be managed and executed under the guidelines of the company and site-specific project development and execution processes. The project engineer is also responsible for assisting in the safe and efficient development and execution of capital and expense projects. These projects are delivered while maintaining the Company’s core values.
Knowledge: The individual should understand project development & management through a stage-gated process. The project engineer shall be experienced in progressing a project from initiation thru project feasibility to design & development to its implementation & commissioning. The individual shall also possess a knowledge of the management of change (MOC) processes to identify and manage risks arising from the implementation of the proposed projects (predominantly brownfield projects). Experience with design and engineering activities related to oil refining, petrochemical, specialty chemicals, hydrocarbon pipelines or LNG processing, storage, and transportation is required.
Responsibilites and Essential Duties:
- Assists with management of a portfolio of projects for the site and provides key input into the 5-year CAPEX plan for the site.
- Assists in all phases of project development FEL through project completion with an emphasis on safety and quality.
- Supports all phases of projects including coordination of work including, safety, process design, front end engineering and design, detailed design, procurement, cost control, schedules, quality, construction planning, execution planning, and commissioning.
- Liaison with Engineering and Construction (E&C) on larger projects.
- Ensures the technical integrity of the project, including compliance with the project scope, specifications, sound engineering judgement and Cheniere basic engineering design documents.
- Ability to lead a multi-discipline team of engineers, designers, and contractors.
- Develop Authorization for Expenditure (AFE) documents and ensure the project deliverables are produced in accordance with the agreed safety, cost, technical and schedule parameters.
- Report project status monthly including, updated cost reports, project forecast, variance reports, procurement status, schedule, accomplishments, issues, and path forward.
- Coordinate project activities with technical service engineering, maintenance, operations, production engineering and outage planning.
- Participate in design engineering reviews, management of change (MOC) process, constructability review, operability review, safety review, HAZOP, and PSSR.
- Deliver projects that ensure safe, reliable, and efficient LNG operations and are executed on time and on budget.
- Comply with all applicable laws, rules, regulations, policies, and procedures following the highest ethical standards.
- Participate in regulatory agency audits.
- Reinforce safety and environmental awareness through frequent job observations and by interfacing with plant personnel.
