Job Summary:

R3 requires a Dispatcher to support the Navy Expeditionary Logistics Support Group (NAVELSG) to efficiently manage the unit's equipment resources in accordance with the general policies and directives of the U.S. Navy and local command policies. The Dispatcher will be under the direction of the Unit Equipment Officer and will utilize manual dispatch logs or the Naval Equipment Dispatch System (NEDS) to manage the dispatch of all vehicles assigned to their unit.

Duties and Responsibilities:

Equipment Status Management

Maintain a comprehensive and accurate equipment status board that lists all equipment assigned to the unit.
The status board must clearly indicate the current condition, operational status, general assignment, and location of each vehicle, utilizing a color-coded system.
Communicate with the cost control/maintenance office daily to ensure the status board is accurate and continuously updated.
Have knowledge of equipment, sizes, types, uses, and limitations.
Manage external and internal vehicle requests and assign vehicles as appropriate.

Key and Security Control

Control and secure all keys for vehicle-locking devices, primary circuit ignition keys, and padlocks within the office space.
Ensure that all self-propelled automotive equipment with non-locking "battle switches" are fitted with a method for padlocking the steering wheel or gearshift lever, in accordance with TYCOM guidance.
Secure all keys in locked key cases or cabinets, especially in dispatch offices without a 24-hour duty watch.
Maintain and secure spare keys in the corresponding equipment history jackets, ensuring they are locked away when the office is unattended.

Records and Data Management

Maintain all required dispatch forms and records accurately and in a timely manner.
Ensure that all Civil Engineer Support Equipment (CESE) designated for over-the-road use contains the necessary mishap reporting procedures and forms.
Collect and process feeder data, including equipment inventory, allowance status, availability/non-availability reports, and usage/cost information.
Ensure all dispatch logs and trip tickets are properly closed out and filed. All records must be retained on file for a minimum of six months.

Equipment Scheduling and Exercise

Rotate vehicles between jobs, where practical, to equalize equipment usage and wear.
Coordinate with the Equipment Yard Supervisor ("Yard Boss") to ensure any unused equipment is fully exercised on a bi-weekly basis, per NAVFAC P-300, Appendix J, paragraph 3b.
Document all equipment exercise activities to track maintenance and minimize equipment deterioration.
Coordinated with the mechanics for any issues involving maintenance requirements or downed vehicles.
Coordinate with GSA for all GSA vehicles including maintenance, repairs, replacement, etc.

Miscellaneous

Work with yard boss/crew, license examiner, and accident investigator to ensure all vehicles and collateral equipment are maintained and available.
Attend weekly meetings as required to brief vehicle and collateral status.

Qualifications:

Good organizational, communication, and decision-making skills.
Be able to lift 25-75 pounds.
Proficient in the use of computers and Microsoft Office products.
