Overview
AVIAN is currently seeking a Senior Program Analyst to support our Patuxent River, MD customer. The Senior Analyst applies analytic techniques in the evaluation of program/project objectives. This position is in support of the Family of Small Unmanned aircraft Systems (FoSUAS) Integrated Product Team in the Small Tactical Unmanned Aircraft Systems Program Office, PMA-263.

Responsibilities
Our ideal candidate will be responsible for the following:
- Applies analytic techniques in the evaluation of program/project objectives.
- Analyzes requirements, status, budget and schedules.
- Performs management, technical or business case analyses.
- Collects, completes, organzies and interprets data relating to aircraft/weapon/project acquisition and product programs.
- Tracks program/project status and schedules
- Coordinates with multiple DoD agencies (OPNAV, HQMC Aviation UAS Programs, fleet partners…) to solidify capability requirements and match them with existing and future technologies.
Additional Responsibilities:
- Perform cost/benefit analyses, cost trade-off analyses, business case analyses, cost variance analyses, and/or present value analyses to support the programs in balancing mission requirements, system constraints, performance, and provide technical input to support the preparation or revision of related acquisition documentation.
- Performs market research in accordance with FAR Part 10, including, but not limited to, attendance at industry expos, vendor demonstrations, release and evaluation of Requests For Information to industry, and on-going inquiries/investigation into new technologies related to products fielded to the fleet.
- Supports related source selection evaluations as permitted by law and regulation to include performing analyses of contract proposals, change proposals and technical changes including related on-site reviews at applicable facilities.
- Supports planning activities to include presenting alternative funding or acquisition strategies and cost estimates for new program requirements for Government consideration and appropriate action.
- Provides analyses of requirements and schedules and evaluate and recommend changes to schedules and associated milestones to ensure compatibility with overall program objectives.
- Provides analyses of projected and actual weapons systems a cost, including program engineering requirements, logistics requirements, test and integration efforts, contractor’s cost, and potential product improvement initiatives.
- Provides recommendations and alternatives in support of program execution, spend plan development, out-year planning, and the creation of POM issue sheets as related to the Planning, Program, Budgeting, Execution (PPBE) process.
- Applies alternate solutions to the traditional DoD acquisition process, such as FAR Part 12 and mid-tier acquisition to meet evolving requirements and the continued development of technology.
Qualifications
Senior level candidates must have Unmanned Aircraft Systems experience performing proposed labor category withing the past five (5) years.
- Familiarity with POM process.
- Understanding of relation between fleet requirements generation, OPNAV resource funding, and PMA acquisition processes very helpful.
- Experience in any of the following organizations helpful - USFF, CPF, OPNAV N98, 94, or 96.
- Experience in developing strategic planning documents.
- Prior aviation experience is also helpful.
Education:
- MA/MS degree.
- Allowable substitution: Bachelor's Degree plus four years additional work experience performing duties described in the functional description of the labor category may be substituted for the Master's Degree.
Required Experience:
- A minimum of 10 years of experience performing duties described in the functional description.
Desired Experience:
- Prior NAVAIR of DoD acquisition experience preferred
Required Travel:
- Candidates have occassional travel requirements
A DoD Secret Level Clearance is required for this role. All candidates must either currently poses a Secret Clearance or must obtain one as a condition of employment.
