Overview
AVIAN is looking for a highly experienced and motivated Program Manager to fill potential roles leading the management and execution of a Test and Evaluation Contract with Air National Guard Air Force Reserve Command Test Center in Tucson, Arizona.
The Program Manager will have overall responsibility for ensuring successful program performance, managing contract requirements, and collaborating with both internal and external stakeholders. This role requires a strong understanding of aerospace systems, test and evaluation processes, and government contracting standards.
As the Program Manager, you will be the primary point of contact with the customer and ensure that all deliverables, milestones, and performance metrics are met or exceeded. You will also oversee a dedicated team, ensuring they work efficiently and effectively to achieve program goals.

Responsibilities
Key Responsibilities:
- Program Leadership:
- Serve as the primary interface between the company and customer representatives, including Contracting Officer (CO), Contracting Officer’s Representative (COR), and Government stakeholders.
- Manage day-to-day operations of the contract, ensuring all technical, financial, and performance requirements are fulfilled.
- Ensure that all contractor employees perform services within the defined scope of the contract, avoiding unauthorized work.
- Project Management & Planning:
- Develop and execute project plans to meet contract requirements, including timelines, budgets, and resource allocation.
- Oversee Test and Evaluation (T&E) support, coordinating with technical teams to ensure all testing and evaluation activities align with the customer’s objectives.
- Provide risk management and mitigation strategies to address challenges proactively.
- Contract Compliance:
- Ensure compliance with contract requirements, legal regulations, and company policies.
- Monitor the progress of the contract and report on performance, financial status, and project milestones.
- Work closely with the CO, COR, and other key stakeholders to resolve issues and implement technical instructions as needed.
Qualifications
Knowledge, Skills, and Experience
Required:
- Bachelors degree and a Minimum of 5-7 years managing complex projects or programs, preferably in aerospace, defense, or government contracts.
- Experience working with government contracts, particularly with test and evaluation programs for aerospace systems.
- Familiarity with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR), particularly with scope management and compliance.
- Must posess a Department of Defense Top Secret security clearance.
- Due to the sensitivity of customer-related requirements, U.S. Citizenship is required.
Desired:
- PMP (Project Management Professional)
- 10+ years of managing T&E projects and programs.
- The salary range for this role is $115,000-$153,000
