Salary Range: $140,000.00 to $175,000.00 annually. Salary will be dependent upon experience.
Job Summary:
Responsible for the management and execution of a variety of water resource related engineering, planning, design, construction and permitting projects. Utilizing consulting expertise, prepares the scope, budget, and schedule for projects to ensure contract requirements are executed on-time and on-budget. Attend project meetings with internal staff and clients and make presentations concerning specific aspects of engineering projects and oversees the work of technical staff. Works with local, regional, or state-level clients to assist them in achieving their goals.
Essential Functions:
- Leads the organization in a broad area of specialization(i.e. water/wasterwater, watershed planning, urban drainage, water supply planning, etc.).
- Serves as the technical specialist in the application of advanced concepts, principles, and methods in an assigned area.
- Routinely interacts with organizational leaders, clients, customers, officials, contractors, and others.
- Initiates and maintains contacts with key engineers, officials, or other organizations and companies.
- Represents the organization in communications pertaining to broad aspects of engineering assignments.
- Determines program objectives and requirements.
- Prepares proposals to provide professional services to obtain funding for engineering projects.
- Produce project deliverables including technical memoranda, design plans and specifications, and technical reports.
- Complete Quality Assurance/Quality Control and develops improved or new processes.
- Build upon our existing water resources client base through routine contact and networking.
- Partner with other Matrix practice leaders to assist on multi-disciplinary project pursuits.
- Maintain effective communications with clients and project teams.
- Ensure that the staff resources are deployed in a productive and profitable manner.
- Conduct regular meetings to ensure that project needs are balanced with staff availability.
- Conducts strategic planning for the Water Resources Group.
- Keeps informed of new developments and requirements affecting the design approval process for the purpose of making changes in programs or applications.
- Interprets, organizes, executes, and coordinates assignments.
- Develops Water Resources standards and guidelines.

- Knowledge of the public water, wastewater, and stormwater system design, planning, and regulatory process.
- Subject matter expert in a subset of Water Resources (i.e. water/wastewater treatment, natural channel design, urban drainage planning and design, watershed planning, water rights, stream restoration, geomorphology etc.)
- Subject matter expert in the FEMA floodplain and hazard mitigation process desired.
- Proficiency in Microsoft Suite, hydraulics/hydrology, and other technical sub-specialty softwares.
- Ability, and willingness to travel to project sites and other facility offices.
Supervisory Responsibilities:
- Supervise, manage, direct, and provide oversight of tasks and responsibilities for engineering staff, designers, and/or other technical support.
- Mentor and train engineering staff as needed.
- Reviews and approves scopes, budget, and schedules for assignments.
Education and Experience:
- Undergraduate or graduate degree from an accredited program in civil or environmental engineering with an emphasis in Water Resources, Hydrology, Geomorphology, Hydraulic engineering, or relevant field.
- Graduate degree in a related field a plus.
- Minimum of fifteen (15) years of progressive comprehensive water resources engineering experience.
- Colorado Professional Engineering (PE) licensure or ability to obtain CO PE within 6 months.
- Certified Floodplain Manager (CFM) desired.
- PE licensure in multiple states a plus.
- Strong industry relationships and an understanding of municipal, state, and federal criteria.
- Significant experience and understanding of local, regional, state, and federal policies, programs, and procedures.
- Valid driver's license, in conjunction with successfully passing the Company’s MVR.
