Responsibilities
Responsibilities (to include but not be limited to the following): Serve as a Project Analyst (Acquisition) within the U.S. Army Rapid Capabilities and Critical Technologies Office’s (RCCTO) Cyber, Electronic Warfare, and Information Dominance (CEID) Program Office at Ft. Belvoir, VA. Successful candidate will report to a government lead for their assigned project(s) within CEID. The candidate shall support the project team by conducting research, generating reports, and tracking performance indicators. Responsible to lead or actively participate in project meetings with stakeholders and monitor the project functions and management activities and prepare for project execution reviews and reporting. The candidate shall implement and comply with DoD and Army acquisition policy issuances and guidance documents. Job tasks may include:
- Develop reports, information papers, talking points, project calendars, development metrics, and briefings for senior leaders and external stakeholders.
- Develop and staff critical program documentation such as a Simplified Acquisition Management Plans, Memorandums of Agreement, Transition Agreements, Test Plans, Risk Management Plans, Project Metrics, Project Spend Plans, Statements of Work, Technical Reports, and Requests for Information through RCCTO leadership for approval.
- Consult with Stakeholders and users to define prototype performance goals, manage expectations, and process input and feedback.
- Provide expert assessment and analysis to assist program leadership in daily program management activities and strategic planning to include evaluation of white papers, stakeholder management and proposals.
- Plan, coordinate, manage and engage in program management meetings and reviews e.g., weekly project meetings with vendors, design and gate reviews, ad hoc meetings, and integrated process teams.
- Assist in developing executive-level briefings and analysis of supporting data for Program Management Reviews, Design Reviews, and Execution Reviews while documenting findings that support the reviews.
- Develop long-range plans, goals, milestones, or objectives and evaluates program effectiveness for the team.
- Research and understand acquisition project requirements and processes to maintain project alignment and achieve defined objectives.
- Prepare and review project documentation to ensure cost, schedule, and performance parameters correlate with program/project objectives.
Qualifications
- Active Secret clearance
- Expertise in acquisition planning, strategy development, analysis and development of key acquisition plans and documents to support project management and execution.
- Capable of leading, managing and executing tasks and projects associated with rapid acquisition and program management execution.
- Capable of working independently and leading teams in the solving of problems.
- Possess expert ability to obtain and analyze data, identify risks and recommend mitigation strategies to advise on recommended solutions.
- Expert knowledge of system acquisition concepts, processes, principles, and standards.
- Working knowledge of applicable DoD acquisition directives to support the execution of defense acquisition policy, plans, processes, procedures, and guidance for assigned project development and fielding.
- Proficiency in MS Office suite and IT tools.
- Outstanding written and oral communication skills.
- Bachelor’s Degree.
Expected Experience
- 10 or more years of experience in Department of Defense (DoD) acquisition programs, planning and execution.
- Experience working DoD or Army-centric acquisition programs.
- Knowledge of Army acquisition streamlining initiatives including the use of Other Transaction Agreements (OTA).
- Demonstrated experience supporting and interacting daily with high level DoD Officials (O-6/NH-IV and above), sitting on-site with the DoD Program Office and the ability to deliver products successfully in a fast-paced environment (on demand).
- Experience analyzing acquisition and program management products such as acquisition strategies and plans, program execution data and contract attributes (e.g., contract type, contract structure, award, and incentive fee plans).
- Experience with budget and appropriation processes, President’s Budget Request (PBR), Program Objectives Memorandum (POM), President’s Budget (PB) and 1-N priority lists.
Desired Qualifications
- Master’s degree preferred.
- DAWIA Level III Certified in Program Management
- Technical degree in engineering, computer science, or software/systems development, etc.
- Experience with expedited/rapid acquisition efforts.
- Experience with robotics and human-machine integration activities.
- Active TS/SCI
