Position Summary:
Position is responsible for the inspection of civil construction projects such as Manhole Rehab, CIPP Lining, T-Lining, Grouting, CCTV Investigation, Underground Piping Installations, Emergency Point Repairs, Gravity Sewer Installation, Force Main Installations, Site Utility Installations, Public Utility Installation or Pump Stations in accordance with approved construction and engineering specifications.
The Resident Project Representative requires familiarity with a broad spectrum of construction materials, methods and processes. This role utilizes expertise in construction field management, quality assurance, quality control and report documentation.
Position Responsibilities:
1. Conduct, photograph, & document field observations for construction and rehabilitation of sanitary sewer and storm water collection systems, underground utilities, and lift station facilities. Input information & photos into a daily inspection report.
2. Track & input field quantities while monitoring daily progress, & record items of incomplete work or inefficiencies to an ongoing punch list & maintain.
3. Read and interpret construction drawings, specifications and related codes and standards. Ensure installed work conforms to design documents, approved submittals, regional standards, local codes and best construction practices. Identify discrepancies or conflicts within the documents. Communicate deficiencies to proper persons.
4. Utilize testing procedures, inspection protocols, construction inspection techniques and perform QA/QC functions. Ability to interpret and/or recognize possible conflicts with other underground facilities or utilities
5. Ability to communication and coordinate with construction contractors, construction trades, municipal and private property owners in a cooperative, productive manner while serving the best interest of the client.
6. Interface with the Construction Manager, project manager and engineers, as well as state and local government officials. Communicate and enforce construction quality standards & specifications.

7. Perform all functions of the position in a safe and conscientious manner, with constant regard for the safety of fellow employees and the general public. Follows company environmental, health and safety policies. Wears and works in proper personal protective equipment.
8. Compiles information and records on field maps daily of any changes in the project or mapping changes & updates.
9. Reviews contractors as-built drawings as required & compare to field maps. Update the GIS Department with any changes.
10. Prepare, apply, obtain and maintain permits necessary for each construction project.
11. Assist in providing photographs & documentation necessary in writing monthly progress reports to clients.
12. Field check contractor payment applications & confirm quantities billed are complete & work is satisfactory.
13. Wheel walk, measure, & log segments & repairs as needed to field verify for payment & GIS accuracy & update logs as needed.
14. Track water usage of contractors & document weekly.
15. Explore, probe, dig, & locate buried MH’s on & off road in rough/wooded terrain as needed.
16. Respond to & deal with any resident complaints & or issues pertaining to the construction project.
17. Attend construction progress meetings and/or site walks/visits as needed with the contractor & client.
18. Performs other related functions assigned or as they become apparent or as management assigns.
19. Complete CCTV review
20. Complete constructability review of design documents
21. Valid driver’s license with excellent driving record is required.
22. Some out of state travel required.
Essential Skills & Experience:
• BS in Civil Engineering or Construction Management or related from an accredited four-year college or university or relevant certification(s) and 7 years of experience in sanitary sewer, storm water, water main projects for municipal work in place of degree
• Minimum of 5 years of experience in sanitary sewer, storm water, water main projects for municipal work. Municipal transportation and water/wastewater facility construction projects are a plus
• Some knowledge of civil engineering principles, practices and methods as applicable to a water and wastewater facility setting; working knowledge of applicable laws, standards and regulations relating to construction, inspection and safety; considerable knowledge of inspection methods
• Broad knowledge of water distribution and wastewater collection systems and their construction, maintenance, testing and disinfection; working knowledge of engineering drawings, cut sheets and stake outs
• Considerable skill needed in reading and interpreting construction drawings, plans, specifications and contract documents; in applying material testing procedures
• Excellent communication skills; ability to convey information effectively; understand ideas and information presented in writing and verbally; including instructions furnished in written, oral, diagram, or schedule form
• Ability to prepare, organize and maintain inspection field and office data, reports and systems
• Proficient with MS Office products
• Self-motivated, able to work independently and with a project team to completion of task
• Valid driver’s license with excellent driving record is required

• Physical demands: This position requires the ability to sit, stand and/or walk for prolonged periods of time. The position requires the physical dexterity and ability to utilizes and operate hand tools and electronic devices; to negotiate around work areas and construction sites, including the ability to climb ladders and capable of being in confined spaces. This position requires the ability to lift and carry up to 75 lbs.
• Work environment/Personal Protective Equipment: None required in office. If working in field, must wear steel-toe boots, Class 2 or Class 3 safety vest, high visibility T-shirt, leather gloves, safety glasses, hard hat, hearing protection and other standard equipment required by assignment or job task. Employee may be required to be in a confined space for an extended length of time.
