Position Overview
Modern Technology Solutions, Inc. (MTSI) is seeking a National Level Expert (NLE) to serve as a senior advisor and security technical expert supporting Special Access Program (SAP) and Sensitive Compartmented Information (SCI) activities. The NLE provides strategic guidance to protect sensitive technologies, shape national-level security approaches, and support program and mission partners across government and industry.
This position requires a uniquely qualified professional with deep expertise supporting national security missions, multi‑agency collaboration, and high‑consequence decision-making. The NLE will support the Golden Dome Joint Integration Office (JIO) and coordinate with the Department of War (DoW), Intelligence Community (IC), national agencies, Congress-facing entities, and Defense Industrial Base (DIB) partners.
Summary Of Responsibilities
- Provides national-level security expertise advising senior DoD, IC, and multi‑agency leaders on SAP/SCI accreditation, risk posture, and program protection of sensitive technologies.
- Leads lifecycle risk assessment and mitigation across software, hardware, and systems to ensure confidentiality, integrity, availability, quality, and cyber/physical security of critical capabilities.
- Directs program protection, supply‑chain risk management (SCRM), and system security engineering activities, integrating intelligence and counterintelligence assessments to identify and mitigate high‑consequence threats.
- Shapes acquisition approaches and contract strategies—including covered procurement actions—to protect critical components and secure industrial base supply chains.
- Strengthens enterprise security integration by partnering with accreditation authorities, industry partners, and government security offices to enhance countermeasures and reduce vulnerabilities.
Key Responsibilities
- Interpret and implement DoW, IC, national, and DAF security policies across SAP and SCI environments.
- Advise senior leaders on SAP/SCI accreditation, compliance, risk posture, mitigation strategies, and resource planning.
- Assess enterprise, program, and system-level risks and implement mitigations to ensure confidentiality, integrity, availability, quality, configuration control, software patch management, and security across software, hardware, and systems throughout their life cycles.
- Support accreditation authorities and enforcement organizations to ensure proper safeguarding, configuration, and protection of sensitive technologies.
- Lead or support program protection activities, including system security engineering, supply-chain risk management (SCRM), counterfeit prevention, and incorporation of intelligence and counterintelligence assessments to identify risks and recommend mitigation actions.
- Identify and recommend tailored acquisition strategies, contract tools, and procurement approaches for critical components, including use of covered procurement actions to strengthen program protection and SCRM outcomes.
- Provide expert guidance on SAP/SCI access requirements, security operations, and policy execution.
- Collaborate with government and industry security offices to strengthen countermeasures, mitigate vulnerabilities, and advance multi‑agency security integration.
- Oversee Assessment and Authorization (A&A) processes for classified IT systems and ensure ongoing compliance.
- Develop or refine physical security processes, engineering controls, and SOPs for classified facilities.
- Identify and report compliance deficiencies and drive corrective action implementation.
- Support OPSEC reviews, vulnerability assessments, and implementation of OPSEC measures.
- Develop and deliver tailored SAP/SCI security education, training, and advisory materials for diverse mission partners.
Required Experience
- 20+ years of comprehensive experience in industrial, personnel, physical, technical, and cyber security.
- Minimum 5 years in SAP or SCI environments, with at least 1 year in the past 5 years.
- Demonstrated leadership supporting national-level security programs across multiple federal departments or IC agencies.
- Proven experience advising senior executives on high‑consequence security, intelligence, or mission assurance matters.
- Experience influencing, shaping, or executing security policy, doctrine, or standards at the departmental, IC, or interagency level.
- Experience developing, accrediting, or overseeing large‑scale SAP/SCI programs or multi-site classified facilities.
- Deep understanding of ICS 705 standards and required technologies.
- Demonstrated ability to assess and mitigate threats, vulnerabilities, and operational risks.
Desired Experience
- Participation or leadership in national security policy bodies, IC working groups, or public‑private security forums.
- Broad-spectrum expertise across physical, technical, cyber, insider threat, and facility security disciplines.
- Experience integrating advanced technology, space systems, or innovative security concepts into national security missions.
- Experience coordinating with senior DoD/IC leadership, Congress, or executive‑branch stakeholders.
- Strong communication skills with the ability to deliver senior advisory insights and drive complex initiatives to completion.
- TEMPEST or technical security authority experience (e.g., CTTA) preferred.
Education & Certifications
- Master’s degree in information technology or a related technical field
– Equivalent experience and security certifications may substitute.
- Security Fundamentals Professional Certification (SFPC) preferred.
Security Clearance
- Active Top Secret clearance with SCI eligibility (U.S. citizenship required).
- SAP eligibility and willingness to complete a Counterintelligence polygraph.
Location & Travel
- Hybrid work location as directed by the customer.
- Up to 25% travel within the continental United States.
Compensation
This part-time position is compensated hourly based on government contract rates and relevant experience, skills, and qualifications.
