Summary of Description:
Responsible for the purchase and/or lease of construction materials and equipment, permanent facility equipment and materials, and replacement parts for company equipment.
Duties:
- Prepare written inquiries or obtain verbal quotes for vendor supplied items in compliance with requisitions and/or specifications.
- Receive vendor bids, evaluate bids considering price, delivery date, past performance of vendor, etc. to determine successful bidder.
- Negotiate terms/conditions of and place purchase orders. Negotiate and issue purchase change orders.
- Prepare all required documentation for each purchase order. Expedite awarded purchase orders when necessary to insure timely delivery.
- When required, handle third party rental contracts, awards, renewals, and terminations. Maintain files and chart all rental orders.
- Coordinate invoice problems with vendor and accounting, and delivery requirements with vendor and supervision.
- Establish/maintain working contact with vendors. Meet with sales and vendor representatives, as required.
- Perform other job-related duties as assigned.
Education and Experience:
High School Diploma or Equivalent (GED), with additional specialized training or college course work and at least six (6) years of experience, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
Specific Skills:
- Working knowledge of procurement techniques, procedures, policies, accounting, and business contract laws required.
- Good communication and interpersonal skills.
- Ability to work individually and make decisions is essential.
Physical Requirements:
- Ability to reach, stand, walk, finger, grasp, feel, talk, hear, see and to perform repetitive motions.
- Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time.

The Supplier Performance Specialist I will serve as the plant Operations and Maintenance interface between Supply Chain management, work planning and execution, and Accounts Payable. They will ensure that all organizational procedures, polices and contract terms are considered and adhered to as related to procurement, work execution and contracting obligations. Responsible for administrative tasks and duties, respond to internal and external correspondence, and ensure that all documentation is gathered and consolidated to fulfill contract obligations. Ensure that all established company communications procedures/protocols and contract requirements and obligations are followed and adhered to. Responsible for maintaining scopes of work and contract files and ensure that the proper departments are properly coded and charged which will help the accounting departments better allocate and manage company budgets. Other important functions of this job will include assisting in the evaluation of the performance of supplier, and service providers with regards to contract terms and obligations. Screening potential and existing suppliers to ensure adherence to entry requirements. This includes facilitating discussions with those who don't meet standards and obligations.
Responsibilities/Duties:
•Vet Suppliers through ISN ensuring that suppliers meet requirements.
•Cross checking invoice charges against quotes/contract rates.
•Work across departments ensuring final PO closure.
•Assist in the management as required of contracts.
•Work directly with cross-functional teams comprised of business supervisors/managers, engineering services, operations and maintenance support, risk management, HSSE and other impacted organizations to coordinate company contracting activities.
•Responsible for establishing and maintaining a collaborative relationship within these teams and with contractors to ensure the contractors are certified and up to date on all company HSSE requirements, technical and professional certifications.
•Continuously looking for ways to optimize resources and enhance processes.
•Work collectively with all parties to establish, maintain, and report on supplier performance management and other KPI’s.
Education:
•Bachelor's degree in business administration, accounting or some college and equivalent work experience is a plus.
•Certification, membership or degrees in the following areas will be a plus:
•NCMA-National Contract Management Association
•CFCM-Certified Federal Contracts Management
•CCCM-Certified Commercial Contracts Management
•CPCM-Certified Professional Contracts Management
•CPP-Certified Purchasing Professional
•CPPM-Certified Professional Purchasing Manager
•CPDW-Certified Professional in Distribution and Warehousing
•CPPC-Certified Professional Purchasing Consultant
Experience:
•Solid background 5+ years’ experience in supply chain management, procurement, contracts or project management with knowledge of contract execution & management.
•Demonstrated experience in purchasing materials and services for oil and gas operations.
•Wider Experience within the energy sector is a plus and LNG is highly desirable.
•Supporting and or managing multi-million dollar contracts.
Skills/ Knowledge/ Abilities:
•Must have a thorough understanding of contracting principles.
•Must be a team player skilled at working across department lines.
•Must have a proven track record of working effectively with suppliers and service providers to improve the quality and performance levels of contractors.to achieve the lowest total cost to the company.
•Must be able to develop, coordinate and control multiple processes and or contracts at a time to achieving on time contracting materials, services and invoicing to satisfy the operating requirements of the company.
•Must demonstrate excellent oral communication skills to convey technical information to both internal and external sources, including non-technical audiences.
•Must have excellent written communication skills to effectively and accurately convey detailed and complex information regarding contract specifications, policies and procedures to consultants/contractors and internal clients.
•Ability to communicate clearly and concisely by telephone, email and by direct contact.
•Must have experience in effectively establishing procurement strategy and decision criteria and in bringing decisions to closure while demonstrating business insight and good judgment.
•Must have advanced computer skills including proficiency in MS Office, SAP and document management systems such as Open Text.
•Preferred working knowledge of ISNetworld.
•Understanding of oil and gas maintenance activities and equipment.
