Torch Technologies has an exciting opportunity for a Program Manager located in Kettering, OH (Dayton, WPAFB) to support three programs on our EPASS GB contract. As part of the AFLCMC/GB Business and Enterprise Systems Directorate, the Stock Control System (SCS) is a web-based and mainframe wholesale and depot retail asset management system. It provides enhanced processing of stock control transactions and management information for Air Force and Marine Corps (USMC) operations. The system directly supports AF, USMC, and other service/agency customers. It provides worldwide combat readiness and sustainability for the warfighter through allocation, custody, and distribution of supply and equipment items supporting the full range of Air Force weapon systems such as F-35, F22, F-15, F-16, A-10, C-130, C-17, C-5, etc. The SCS FIAR RDT&E efforts are focused on modernizing and improving this Air Force capability.
The Acquisition and Due-In System (ADIS) is an unclassified legacy mainframe system. It provides a single repository of information for items centrally procured at the Air Logistics Centers (ALCs). ADIS maintains and processes data for contracting and procurement requirements activities from Purchase Request (PR) initiation (pre-award) through the contract lifecycle to closeout (post-award), and maintains historical data on stock numbered items.
The Contract Information Database System (CIDS) is to improve the Air Force Materiel Command (AFMC) acquisition process and expedite Purchase Request processing, Competition Advocacy functions, and Central Contracting functions by providing an automated method of reviewing contract data derived from the Acquisition and Due-In System (ADIS J041), and the Automated Contract Procurement System (ACPS), and to provide Headquarters (HQ) AFMC staff access to each A database for oversight analysis functions. CIDS provides the contracting, i.e., PK, community with an integrated and up-to-date information database.
ESSENTIAL DUTIES/POSITION DESCRIPTION:
This position requires a highly motivated individual with program management experience to include the below job duties:
Must have comprehensive knowledge of principles, policies and practices of systems acquisition and program management, as defined in DoDI 5000.02 and 5000.75, as well as knowledge of roles and relationships within the DoD and the Air Force. Program management resources shall have:
- This position will function as the Master Scheduler for the MROi Program Office and as such requires a self-starter capable of independently planning and working tasks/projects as assigned to develop, maintain and report on the program Integrated Master Schedule (IMS).
- Knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency and productivity of acquisition programs;
- Knowledge of support activities that assist the program manager in assessing what programs are within schedule and cost baselines and be able to recommend viable solutions to problems as well as the pursuit of alternative courses of action;
- Abilities to effectively communicate orally and in writing, providing quality acquisition and program documentation, e.g., briefings, documents, and plans;
- Abilities to plan, research, analyze and assess system acquisition in terms of development, production and deployment of weapons systems and associated equipment;
- Abilities to formulate plans and recommend effective strategies in meeting cost, schedule and performance objectives;
- Abilities to support and develop acquisition reports, including statutory and regulatory reports, e.g., Defense Acquisition Executive Summary (DAES) or Monthly Activity Report (MAR);
- Abilities to support program management reviews, senior level meeting/reviews and Integrated Master Plan (IMP)/Integrated Master Schedule (IMS) reviews; and,
- Abilities to support and develop various briefings/schedules of program status and acquisition tasks to senior management.
The Program Manager Possesses the advanced knowledge, experience and recognized ability to be considered highly skilled in their technical/professional field. Possesses the ability to perform tasks independently and oversee the efforts of junior and journeyman contractor personnel within the technical/professional discipline. Demonstrates advanced knowledge of their technical/professional discipline as well as possess a comprehensive understanding and ability to apply associated standards, procedures, and practices in their area of expertise (Program Office, Enterprise and Staff Level Support interface).
EDUCATION:
Minimum Recommended Education and Experience:
Advanced Degree (MA/MS) in Business Administration, Management Information Systems or other relevant discipline and 10 years of experience, 5 of which must be in the DoD, or
BA/BS Degree in Business Administration, Management Information Systems or other relevant discipline and 12 years of experience in the respective technical/professional discipline being performed, 5 of which must be in the DoD, or,
15 years of directly related experience with proper certifications, 8 of which must be in the DoD.
CERTIFICATION REQUIREMENTS:
PMI Certified Program Management Professional (PMP) – Beneficial but not required.
OTHER QUALIFICATIONS:
- Must be proficient with MS Office applications (Word, PowerPoint, Project, Excel, Outlook, etc.) Knowledge and proficiency with MS Project is required for this position
- Must be familiar with using MS Teams and MS SharePoint for project collaboration
- Experience with managing Air Force Risk Management process in support of the acquisition process
- A working understanding of Agile Development
- Familiarity with Atlassian Tools; Jira and Confluence
- Prior experience with DoD Acquisition programs under DoD 5000.02 or 5000.75 policy
- Candidate must be a US Citizen
- Candidate must possess and maintain a T1/NACI
