Senior Subcontracts Administrator. This position will be 100% Remote. Proximity to one of our locations is preferred, but not required (
Alexandria, VA; Huntsville, AL or Dayton, OH).

Responsibilities
- Perform procurement and supplier management activities in support of Federal Government contracts.
- Prepares Requests for Proposals (RFPs) and verifies accuracy and completeness of proposal packages. Interfaces with Project Management Office to clarify and ensure that all necessary data has been included.
- Processes purchasing transactions in the purchasing system and awards subcontracts within assigned signature authority to suppliers in accordance with state and government regulations and MTSI Procurement policies and procedures.
- Utilize source selection techniques, compile, and analyze data to perform price analyses, conduct negotiations (including terms and conditions) and identify supplier risks.
- Ensure that requirements (prime contract, quality, terms, and conditions) are properly communicated to suppliers and manage supplier performance to cost, schedule, and quality requirements.
- Work closely with the program office to identify solutions to sourcing issues that require ingenuity, creativity, and innovation.Monitor procurement reports and help drive performance to meet company metric targets.
- Enter and update subcontract awards and other procurement actions within the electronic purchasing system.
- Communicate clearly and be proactive in a very fast-paced environment. Be flexible, innovative, work with speed and agility yet be thorough and compliant with government regulations and MTSI Procurement policies and procedures, while successfully driving tasks to completion.
- Support Prime solicitations by managing selected teammates through various data calls, pricing exercises and price and cost analysis.
- Assist in the training of peer procurement professionals as needed.
Qualifications
- Experience issuing subcontracts of medium to high complexity and medium to high dollar values
- DoD procurement experience and working knowledge of Federal Acquisition Regulations (FAR)
- Strong negotiation skills - ability to lead formal negotiations and teleconferences (price, schedule, and supplier exceptions to contractual flow down requirements)
- Proficiency to perform and comprehend price and cost analysis, source selection/justification, and analysis of supplier quotation
- Experience with various subcontract types - FFP, T&M/LH, CPFF, IDIQs
- Experience in Government purchasing procedures, such as implementing processes and procedures in accordance with the Federal Acquisition Regulations (FAR) Part 44.
- Strong interpersonal skills with proven ability to communicate effectively both verbally and in writing with internal customers and all levels of management
- Demonstrated leadership skills - influence, presence, ability to interface internally and externally with suppliers
- Strong analytical, problem-solving skills and ability to think strategically
- Excellent time management skills - manage multiple priorities simultaneously and meet team performance cadence (purchase requisition/subcontract updates, subcontract placement cycle time, supplier on-time-delivery and other company metrics)
- Demonstrated understanding of all phases of sourcing and procurement execution
- Strong knowledge and experience with Microsoft Office tools (Excel, Word, and PowerPoint)
- Ability to travel domestically to MTSI offices, as needed
- Regulations (FAR/DFARS)
- Deltek Costpoint experience with the Materials, Projects, CRM & Contracts and Time & Expense modules
- Experience as a Small Business Liaison Officer (SBLO) and/or writing Small Business Participation Plan and Small Business Subcontracting Plan highly desired
Education Requirements
- Requires a Bachelor’s and a minimum of 8 years prior relevant experience, or an Advance Degree in a related field and a minimum of 5 years’ experience
