JOB SUMMARY
Ghilotti Construction Company is seeking a dedicated Labor Compliance Coordinator to support our payroll operations and ensure compliance with labor regulations. This role works closely with the Payroll Manager, Contracts and Operations team to ensure accurate payroll processing, labor compliance, and contract adherence. The ideal candidate is detail-oriented, proactive, and skilled at problem-solving, with strong communication and analytical abilities.
The Labor Compliance Coordinator position is involved in the project from pre-bid through completion, ensuring compliance with labor laws and payroll requirements. This position involves reviewing bid documents, assessing potential compliance risks, managing labor compliance documentation throughout the project lifecycle, and ensuring compliance with prevailing wage laws, union agreements, and certified payroll requirements. The successful candidate will also serve as a liaison for external compliance inquiries.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Labor Compliance & Contract Review
- Review bid documents prior to submission, identifying potential labor compliance risks and relaying findings to the Estimating team.
- Gather, set up, and distribute all required labor compliance documentation prior to start of construction.
- Assist Operations and Payroll teams with compliance-related issues throughout the project lifecycle.
- Ensure proper documentation and reporting related to prevailing wage laws, union agreements, and the Davis-Bacon Act.
- Payroll & Compliance Systems Management
- Identify labor compliance interfaces (e.g., LCP Tracker, DIR, Elations) based on project specifications.
- Prepare wage tables for prevailing wage projects, ensuring correct allocation of increases.
- Union & Regulatory Coordination
- Communicate with unions, regulatory agencies, and project stakeholders to resolve compliance issues.
- Managing Project Labor Agreement requirements on a job-specific basis during the course of construction.
- Audits & Reporting
- Maintain accurate and organized records in support of operations for audit purposes.
- Assist operations as needed with vendor delinquency follow-up.

QUALIFICATIONS, EDUCATION, SKILLS AND/OR EXPERIENCE, LICENSES, AND CERTIFICATIONS
- Experience: Minimum 3-5 years of experience in public works payroll, labor compliance, contract compliance, or construction payroll processing.
- Technical Proficiency: Strong skills in Excel, Outlook, and Word; experience with Adobe, Microsoft 365, LCPTracker, DIR eCPR, and Elation is preferred.
- Labor Compliance Knowledge: Familiarity with prevailing wage laws, union payroll processing, certified payroll reporting, and public works projects.
- Analytical & Detail-Oriented: Ability to review payroll and compliance data with precision and accuracy.
- Communication Skills: Excellent written and verbal communication skills to interact effectively with internal teams, subcontractors, and regulatory agencies.
- Problem-solving & Initiative: Ability to work independently, manage multiple tasks, and proactively address challenges.
- Team Player: Positive attitude with the ability to collaborate across departments and maintain strong working relationships.
- Bilingual Skills: English-Spanish proficiency is highly desirable.
- Attendance & Reliability: Regular, predictable attendance at the office is required to meet payroll deadlines and collaborate with the team.
