The Bilingual Payroll Specialist is responsible for the day-to-day activities associated with payroll and certified payroll to ensure that weekly payroll is processed timely and accurately.
Primary Responsibilities
- Audits automated and manual timecards for payroll processing.
- Exports and imports timecard information from timecard software into payroll software.
- Calculate hours, tax withholdings, deductions, bonuses and union fringes
- Creates and processes electronic payroll files for submission to generate direct deposits and payroll checks.
- Reviews and enters labor allocations reported on timecards.
- Prepares termination and check adjustments.
- Handles employee’s inquiries regarding payroll checks or deductions on their paychecks.
- Coordinate with the HR department to ensure the correct employee data is on file
- Processes and completes all required project documentation to ensure compliance with Federal, State, and local prevailing wage laws
- Ensures all contractual obligations relating to certified payroll; including responding to auditor’s or compliance officer’s questions, and submitting the requested documents as necessary, are handled in a timely manner
- Coordinates weekly submission of certified payroll reports
- Works with customer compliance officers to resolve questions and submission of errors as they arise, in a timely manner
- Submits and/or uploads compliance documentation into the project specified payroll tracking system (e.g. LCPtracker, or other similar agencies)
- Coordinates and interfaces with both internal and external customers, as necessary, to ensure compliance on all company jobs; including but not limited to customers, general contractors, subcontractors, government agencies, labor unions, and other company employees
- Reviews new job startup packages for certified payroll or prevailing wage requirements
- Works with project managers and customer compliance officers to ensure that all job startups and/or subcontractor startup paperwork is completed and submitted timely and accurately prior to the job start date
- Performs reporting, filing, maintenance, and/or data entry of certified payroll compliance related documentation
- Prepares communications, such as memos, emails, invoices, reports, and other correspondence
- Works with Operations and management to resolve any escalated issues.
- Ensures all A/R issues are handled immediately to avoid money being held up
- Reviews and processes all tiered subcontractor certified payroll documentation in a timely manner to avoid money being held
- Matches vendor invoices to purchase orders
- Sends copies of invoices to appropriate department for review and approval
- Enters invoices into accounting software ensuring proper coding, approve and pay invoices
- Communicates with other offices and vendors to clear problems that arise and ensure invoices are paid within a timely manner
- Organizes and maintains A/P records
- Assists with audits, both internal and external, by handling all accounts payable related requests
- Obtains vendor statements and reconciles open payables with their open receivable statement
- Other duties as assigned
Qualifications
- Understanding of union/non-union and prevailing wage payroll.
- Demonstrates flexibility to effectively deal with changing priorities and timelines through analytical problem solving
- Proven time management and follow-through skills with the ability to work on multiple tasks with tight deadlines
- Ability to work both independently and in a collaborative team-oriented environment
- Display superior written and oral communication skills and effective listening skills
- Maintain a tactful, mature and professional demeanor with well-developed interpersonal skills, including the ability to work with diverse personnel
Education and/or Experience
- A minimum of 3-5 year’s payroll/certified payroll experience
- High School Diploma at a minimum, Associates degree in Accounting a plus
- High Volume environment
- Experience with Microsoft software such as Word, and Excel
