Human Resources Manager – Support a Mission-Driven Organization
Location: Vancouver, WA
Schedule: Monday – Friday | 8:00 AM – 5:00 PM
Salary Range: $80,000 – $90,000

About the Role

Our client, a well‑established public‑sector organization, is seeking a hands‑on Human Resources Manager to provide immediate support to their HR team. This role focuses on employee relations, policy development, and day‑to‑day HR operations and requires someone who can step in quickly, work independently, and take ownership of key initiatives. The Human Resources Manager will partner closely with HR leadership to manage an increased workload while ensuring compliance, consistency, and effective service across the organization.

Key Responsibilities

Lead and manage employee relations matters, including workplace investigations and the administration of progressive discipline, ensuring fair, consistent, and legally compliant outcomes.
Review, revise, and maintain employee handbooks and HR policies to ensure accuracy, clarity, and alignment with current laws and organizational practices.
Partner with executive leadership and labor representatives to support the review, interpretation, and negotiation of collective bargaining agreements.
Serve as a trusted advisor to managers and employees, providing practical, balanced guidance on employee relations, policy interpretation, and employment matters.
Provide mentorship and professional guidance to HR staff, strengthening knowledge of employment law, employee relations practices, and organizational standards.
Collaborate with leadership to reinforce a culture of accountability, equity, and engagement across the organization.

Qualifications

Experience within the public sector or a unionized environment preferred.
Strong knowledge of labor relations, ADA compliance, and employee investigations.
Excellent written and verbal communication skills, including policy and documentation drafting.
