Summary:
At PRR, we help create meaningful and inclusive opportunities for people affected by change to influence decision-making. We consult with and advise clients including government agencies, organizations, and businesses that focus on transportation, public health, and the environment.
This consulting position will manage and support communications and public involvement activities for Maryland State Highway Administration (SHA) transportation projects in Maryland, sometimes while working onsite at SHA headquarters in Baltimore. However, opportunities to work on other projects in Baltimore, Washington, DC and Virginia will also be available.
The successful candidate must have demonstrated experience managing projects in a fast-paced, deadline-driven environment and providing client or customer service. Project management experience as a consultant and/or within a government agency is preferred.
The successful candidate will work collaboratively with the PRR and client team, have excellent verbal and written communications skills and demonstrated commitment to social and racial justice and experience creating successful campaigns to reach diverse audiences. Experience and strong interest in Maryland/D.C. public policy, transportation, local/state government, or the environmental field is also desirable.
Duties and Responsibilities
Communications and engagement
- Help create and implement communications and engagement plans that effectively reach diverse audiences, including people who are Black, Indigenous, and people of color, people with disabilities, youth, people with low incomes, and people who use languages other than English
- Lead and support equitable community engagement initiatives to meaningfully involve historically underserved and underrepresented communities in decision-making
- Build relationships with community partners, especially communities historically underrepresented in public engagement
- Lead event planning and help implement interactive meetings, briefings, and special events, including evening events and events on weekends
- Research, write, and edit content for message platforms, newsletters, press releases, social media, fact sheets, flyers, presentations, summary reports, and websites
- Produce PowerPoint presentations and meeting summaries
- Edit technical information into culturally sensitive materials for diverse public audiences
- Maintain a database to track briefings and public correspondence
- Work with people from diverse backgrounds
- Respond to questions and correspondence from community members
- Conduct outreach activities, virtual or in-person such as briefings, open houses, partner interviews, and in-person outreach.
Project Management
- Manage and support project teams
- Manage scope, schedule, and budget for tasks
- Ensure work is on time, on budget, and on target with objectives; troubleshoot any issues as they arise
- Develop and manage project and event work plans
Client Relations
- Collaborate and consult with client team to develop deeper knowledge of specific projects
- Establish and support effective working relationships with clients, vendors, community-based organizations, and communities
- Maintain consistency with client community engagement strategies and practices
- Provide excellent customer service
- Provide best possible solutions to project team
- Set and maintain the highest client service standards
- Provide responsive and timely information to clients
- Lead and participate in client meetings

Productivity/Efficiency

Administrative
- Provide status and updates to develop progress reports
- Complete timesheets and expense reports on time and with accurate information
- Create databases
- Update excel spreadsheets
- Coordinate with interdisciplinary client and PRR teams, including design, research, and language services.
- Provide accurate and timely billing information to accounting department
- Other admin support as needed

Utilization/Billability Goal
In this role, your time will largely be spent working on projects and billing your time to clients. Approximately 87% of your time in this role should be billed to projects. Any non-billable time would be billed to the company to complete company activities, attend company events, and participate in growth and development opportunities. Our staff track and report their time spent on projects and company activities each week.
Experience/Education
- 3+ years of work experience in community engagement, or communications
- Experience working with historically underserved communities highly desirable
- Experience working in consulting, customer or client service, and/or the public sector highly desirable
Skills Required
- Strong work ethic and ability to take initiative and work independently and efficiently
- Ability to stay on task and meet deadlines in a deadline-driven environment
- Superior commitment to quality
- Understanding of and interest in public policy, public affairs, and current events
- Comfort working in a variety of settings, including remote settings, a busy office, or out in the community

- Familiarity with Baltimore neighborhoods, organizations, and institutions

Compensation
The full salary range for this position is $65,000 - $75,000 per year. We aim to hire new employees between $65,000 - $70,000 (depending on experience) allowing for future compensation growth within the range based on aptitude in the role, context, progress, and performance against goals over time.
